It may be the least known palace in St. Petersburg, although it sits in a prime location, at No. 8 Admiralty Embankment. It isn’t a tourist hub, and people rarely visit. Guidebooks omit it from their listings, and few passing its ornate façade would realize that it was once at the center of a tumultuous scandal.
